We have an in-depth understanding of the challenges within the renewable industry; from finding developable areas after conducting site sensitivity assessments, to obtaining Environmental Authorisation or registration of BESS/solar/grid projects up to reaching Financial Close.  Our dedicated specialist team is well-versed in the latest legislation and are always walking the extra mile.  We understand the importance and pressure of Bid Window deadlines and pride ourselves in submitting all projects well within the stipulated timeframes.

We are proudly part of the teams that ensured four solar PV projects reached FINANCIAL CLOSE.  Challenging EA amendment applications form an integral part of the Financial Close requirements.

BATTERY ENERGY STORAGE SYSTEMS (BESS)

We are well equipped with appropriate expertise to focus on registration of BESS projects for the upcoming BEIPPPP: Bid Window 4.  Given the limited time frame for environmental approvals, our first step involves a thorough site visit with specialists to determine if the Norm or NEMA should be followed.  Our specialist team, having worked on all our projects, understands both the Norm requirements and the associated time pressures.

We have an in-depth understanding of the intricacies and difficulties of the Norm requirements in relation to NEMA listed activities and have systems in place to guide site layouts so that the Norm can be followed, thereby ensuring that projects are bid ready by the required dates.

ENVIRONMENTAL IMPACT ASSESSMENT (EIA) PROCESSES

Landscape Dynamics ensures compliance with the required processes involved to obtain Environmental Authorisation for a development in terms of the National Environmental Management Act, 1998 (Act Nr 107 of 1998) read with the 2014 EIA Regulations, as amended.   The different EIA processes involve mainly communication with the relevant regulating authority; specialist investigations; impact assessments, community and stakeholder consultation; compilation of reports and finally obtaining of Environmental Authorisation.

A Basic Assessment process or a full Scoping & Environmental Impact process may be required depending on the type of development proposed.

The newly legislated Standard for electrical grid infrastructure and the Norm for BESS and solar PV facilities may also be applicable.  These processes are much shorter than the NEMA processes and are followed wherever possible. 

Sufficient consideration is given to other relevant environmental legislation to ensure that additional requirement from other government departments are done in good time to prevent delays with implementation of a project.

PUBLIC PARTICIPATION PROCESSES/PROGRAMMES (PPP) AND FACILITATION

Community and stakeholder consultation forms an integral part of any development that could influence the inhabitants of a specific area or even the public in general.    A PPP always forms part of the EIA processes described above; however, sometimes a PPP is required on its own to confirm general public opinion and/or objections during the planning phases of a project.   It could also be that a client prefers to appoint a separate PPP consultant for the EIA process.  Typical procedures involve the identification of all relevant stakeholders; onsite and newspaper advertisements; focus group meetings; public meetings / open days and the facilitation thereof and proper documentation of all proceedings.   A summary is made of comments / objections received with responses thereto, confirming key issues for consideration.

ROUTE DETERMINATION FOR LINEAR DEVELOPMENTS

Landscape Dynamics specialises in route determination for linear developments that include power lines as well as civil engineering services (i.e. roads, sewage and water supply pipelines).  This process involves consideration of all the three major stakeholders, namely 
  • The client (requirements, objective and financial constraints);
  • The biophysical and social environments (identification of environmental sensitivities and consideration of public opinion);
  • The landowner (consideration of objections and input as knowledgeable owners of the land).  

The end-product is viable route alternatives that is acceptable from (1) a technical point of view; (2) an environmental point of view and (3) a landowner perspective (reasonable consensus would have been reached regarding the proposed routes).  Having this end-result can save significant costs in project authorisation processes and servitude negotiations to follow.
